The provision of an equal level of service on a Region-wide basis based on the main goals of fiscal responsibility, social acceptance and environmental soundness.

The Valley Region, comprised of approximately 83,000 residents and 38,000 household and commercial units, has been divided into East and West service zones. It is the intent of the Authority to provide as many services as possible on a contractual basis utilizing the expertise of the private sector where possible.

Curbside Collection Rules:
This is what can go roadside on collection day. Collection day is once every two weeks. All items must be roadside by 8:00 am.

Recyclables
• Use blue transparent bags
• Bag weight must not exceed 15 kg.
• If corrugated cardboard cannot fit inside a bag, it must be flattened and bundled to a maximum size of 3 feet by 2 feet by 1 feet and set beside the bag. Up to 2 bundles permitted.

1 green cart
• Cart and contents must not exceed 100 kg.
• On collection day the cart must be set as close as practical to roadside and must not be further than 5 metres or 15 feet from roadside.
• PLEASE - no plastics in the green cart.

Yard waste
• Up to 2 bundles of brush; maximum length of 4 feet.
• Up to 2 bags of pine needles; must be in clear bags and set beside the green cart.
• Bags of leaves will only be collected during special Leaf Cleanup (each Fall). There are no bag limits for leaves during Leaf Cleanup.

Up to 4 bags of garbage
• Use regular size CLEAR garbage bags; or
• a garbage can (please line with a garbage bag); or
• 1 dark bag for 'personal' items is accepted. This bag is included in the 4 bag limit.
• grocery bags can be placed in the 1 personal bag. Any grocery bags containing garbage over the 1 personal bag must be emptied into a clear bag.
• Bags must not weigh more than 15 kg when full and must not be longer than 1m when empty.
• PLEASE - do not use bleach to keep animals away from your garbage. Bleach can be dangerous for the collector.
• NEW - You may substitute each of your garbage bags with an additional recycling bag. i.e. if you only generate 2 bags of garbage you may place 6 bags of recycling out for collection.
